INTRODUCTION
1.1 Background to the Study
The ability to produce shows that viewers will enjoy is a television station’s trademark. This is because well-produced shows are what set one station apart from another; when a station is mentioned, people immediately think of its “programmes,” as most viewers know that a television station is meant to provide high-quality shows, including news. It doesn’t matter where these programs originate (Ogunsola and Olayinka, 2021). Ogunsola and Olayinka (2021) state that the station’s programs department is the division in charge of managing the production of the station’s material. The program department is in charge of all the shows that air on the station, whether they are syndicated, in-house, or commercial shows that are broadcast live or on tape.
A television program, or just a television show, is a section of programming in television transmission, according to Zeepedia (n.d.). It could be a one-time event or, more frequently, a recurring television series. It should be mentioned that the program department purchases and arranges shows that the public watches in collaboration with the production and news departments. This revenue-generating activity enables the sales department to generate income, which further enables the general administration department to support station operations (Encyclopedia, 2019). The programme department has what is perhaps the most difficult job in television since it is in charge of scheduling everything that airs during the broadcast day.
In terms of running expenses, general administration comes in second only to programming, according to Encyclopedia (2019). If the station is part of a network, the department requires around 25% of the station’s overall funding to run. On the other hand, an independent station may allocate up to half of its whole operating budget on the purchase of programming.
A programs director, a videotape librarian, a ratings researcher, acquisitions staff, continuity standards staff, and on-camera personalities for use in locally produced programs are some of the roles that the programs department may have, according to Encyclopedia (2019). The majority of a station’s programming may be obtained by the programs director from syndicators and other program suppliers with assistance from the acquisitions staff. Programming on a station that is connected to a big television network will have the freedom to select how many shows it wants to air from the network. Viewership research may be carried out in a larger market to assist the director of programs in choosing a schedule that will draw a sizable audience.
Decisions about planning are also aided by community input. However, the quantity of money made from sales and the subsequent budget given to the programs division ultimately govern all choices about the procurement of programs. In addition to acquisition, programs also have the job of creation. In order to fulfill their duties for the public interest, many stations provide public affairs programming. The task of creating and preparing these programs is often assigned to the program department.
Animated series, award shows, celebrity shows, children’s television shows, comedies, comedies without laugh tracks, cooking shows, comedy-drama television series, fantasy programs, game shows, news programs, reality programs, satirical news programs, science fiction sitcoms, sketch comedy shows, soap operas, talk shows, and musical shows are just a few of the many programs available, according to Zeepedia (n.d). In light of this, the study looked into how the Osun State Broadcasting Corporation’s (OSBC) programming department affected its day-to-day operations.
1.2 Statement of the Problem
The program department is one of the most crucial divisions in any broadcast media since it creates and fills the airtime with content other than news and current affairs shows. Thus, the ardent ability of the program department is essential to the success of any broadcast media outlet. In light of this, the study examined how the Osun State Broadcasting Corporation’s (OSBC) program department affected its operations.
1.3 Objectives of the Study
- To investigate the impact of programme department on the operations of OSBC.
- To ascertain the extent at which programme department of OSBC corporate with other departments especially news and current affairs department for effective operations of OSBC.
1.4 Research Questions
- To what extent has programme department of OSBC impacted on the operations of station?
- To what extent has programme department of OSBC corporate with other departments especially news and current affairs department for effective operations of OSBC.
1.5 Scope of the Study
The research which investigated the impact of programme department on the operations of Broadcast media was narrowed in scope to Osun State Broadcasting corporation (OSBC). OSBC is selected due to the fact that all program department of every broadcast media have similar functions. Thus, it will be impossible to study all broadcast media houses in Nigeria due to limited time, resources and other logistics.
1.6 Significance of the Study
This study is essential to serve stakeholders in broadcast media sector with the needed insight on the relevant and important of program department to the entire operation of broadcast media.
The findings of this study will also serve as an addition to existing literature on the topic for students and researchers who like to carry out similar research while, the material formed bulk literature that exist in the field of mass communication, journalism and media studies, etc that students and researchers can lay hands on when carrying out research related or similar study like this.
Apart from contributing to research literature on the subject matter, this study among other things may also provide empirical information on the extent to which programme department is hallmark in broadcast media.
