Abstract
This is a study of the challenges Assembly. Questionnaires were employed to collect important information for the investigation. The questionnaire results were examined to get a conclusion. The study found that library and information services provide reference and research help to the general assembly and its personnel, as well as legislative information to the public. The investigation further explored the reasons impeding the provision of information to the legislative. Recommendations were made based on the discovery of ways and means of solving problems and determining the effectiveness of problems related to the procurement of resources and services for users of special libraries in the Imo State House of Assembly.

CHAPTER ONE
INTRODUCTION
1.1 Background of Study
The concept of information is understood, defined, used, used, and handled differently by different authors, writers, and scholars, but it all leads to the achievement of a goal, objective, or purpose. However, for the purposes of this frame topic, it is addressed to the legislature through the library.
Waiting in his introductory remarks, Oparaku (2011) professionally defines an ideas library as a collection or selection of books accompanied by apparatus for their exploitation operated by personnel trained in the required procedures. He went on to say that in today’s world, a library’s resources must include materials other than books, such as periodicals, illustrations, films, records, types, and so on (AVM). Additionally, the library must indicate or provide methods of accessing information resources that cannot be obtained from any of the graphic or other recorded sources.
In connection with this, one of the biggest and most priceless research special libraries in the world is the Library of Congress, which is situated east of the US capital. It contains millions of charts, manuscripts, maps, musical compositions, lithographs, engravings, and other materials in addition to more than 12 million books and pamphlets. According to the World Book Encyclopedia, which lists its value at $12,1976, the library is home to the United States Collection of Incunabula, or books printed before 1501, which are the earliest examples of printed books. Approximately 3000 of these books, collectively referred to as the Vollber Collection, were brought into the library in 1930 at an estimated cost of $11/2 million.
1.2 Historical Background of Imo House of Assembly
Among the seven newly established states by the federal military government on February 3, 1976, was Imo State. The Federal Republic of Nigeria’s 1979 constitution stipulated that every state would have a house of assembly.
In accordance with the provisions of the constitution, a state house of assembly must have democratically elected members three times as many as the total number of seats held by representatives. The Imo State house of assembly, which was established in the second republic, has 90 elected members.
